Development base 7 days residential block level TOT was organized in collaboration of all India Centre For Urban and Rural Development New Delhi in 1986 at Pilibhit UP as model district involved population from different state like Punjab W Bengal, eastern UP, Bangladesh, resettlers mostly OBC 23% Muslim minority district.

Vetran rural development activist like Bhanu Pratap Singh MP and Ex Minister of UP has been Patron of Sevak .MP ex minister not only associated but organized the seven day TOT faculty of national reputed organized like ICR, IVRI, National Diary Institute, National Goat Research Institute Farha Pant Nagar Agriculture university scientists etc. for sustainable development in rural area.

SEVAK is providing expert service to make development action plan for village up to block level utilizing the local assets for self employment of youth. Sevak has been deeply associated with rural development and self-employment.
