Indian Muslims: Structure and Social Justice Issues in Developing India
Voluntary organisation has a major, vital and crucial role in the empowerment of a community and country at large, in the world of competitiveness, channelization of the state affirmative actions, monitoring of the disbursement of the welfare funds and constant interaction with the welfare agencies are the key factors on which every responsible community focuses its attention. Muslim community is much backward in comparison to others and in fact it has fewer numbers of NGOs working for empowerment of the community while community is already facing the middle class intellectual’s socio development activists after the crucial division of India in 1947.
Samaj Kalyan Evam Vikas Adhyayan Kendra (SEVAK) duly registered with aim and object, working is to study, surveying, implementation work for total development, social justice, co-existence, peace and national interest issues work for Muslim minorities since 1989 in UP State a major highest Muslim populated province with Uttarakhand 3.17 crore people having 18 per cent population out of 17.46 crore, in the specific district consisting more than 60 per cent Muslim, OBC/Dalit Muslims. Socio-economic educational status along with the study and monitoring of declared minority welfare government programmes after and before independence as case study regarding the socio-economic and educational backwardness of Muslims.
SEVAK completed Muslim minority survey on structure of Muslims in India with Social Justice Values after Independence by one to one and one to group discussions in weaker sections OBC and Dalit Muslims regarding the government development programmes, implementation in Muslim, OBCs, and their role in building the developing agenda in UP and India. It was told that Muslims are not getting the benefits of government as OBC reservations, mostly benefits of education, employment, social justice and empowerment goes to Hindu OBCs in 70 castes due to their strength, power and politics game, while Dalit Muslims are also included in OBC and in fact Dalit Muslims are not included in Scheduled Caste Presidential Order 1950. The Mahigeer/Chirimar are also not included in ST list respectively provision given in Article 341 and 342 of the Constitution.
It is a fact that social structure of Muslims in India are more than 80 per cent converted Hindu Dalits and directly affected with Hindu castes. Indian Muslim caste base detail of their social profile has shown in Census of India 1901 that 133 social groups are Muslim and society in India are divided in four major upper and lower group one ASHRAF are related origin to out of India and ARABIA, PERSIA, TURKISTAN and AFGHANISTAN, they are Sayed Sheikh Mughal, Pathan. IInd AJLAF converted Hindu backwards castes of artisans and traditional workers, while upper caste Hindu converted known as NAV-MUSLIM. Rest converted ARZAL lowest castes, such as Sweepers, Halalchor, Bakkha Banjara, Lal Beg Bedia, etc.

But unfortunately due to division of India at the time of independence, constituting Muslim country PAKISTAN and related communalism between Hindus and major minorities Mislims, the facilities of Dalit reservation under Article 341 of Indian Constitution was implemented only for Hindu Dalits by a presidential order for Scheduled Castes -1950. Voluntary organisation worked as case study thinks that such a unconstitutional order provisions are against the provision of equal opportunity and rights for all citizens major provision given under Article 14, 15, 16, 17, 21 and 25 of the Constitution of India.
The activists of voluntary organisation thinks that Dr Ambedkar made efforts for the social justice campaign not for particular religion and community, made the struggle for all Dalits of India, but Hindu hardcores left all the Minorities Dalit, having a remarkable fact that Muslim and Christian are more than 80 per cent population is converted from Dalit Hindus, but they are not included in 1950 ordinance of President Dr Rajendra Prasad. It is observed that such a unconstitutional mistake was monitored in 1956 when an amendment bill in Presidential Order – 1950 for Article 341 was introduced and passed to include Dalit Sikh and after one more very small minority NAV-BUDDHISTS were also included in Article 341 in 1990 by an amendment in Parliament. But in lack of socio-economic agenda in Muslims and Christians it is yet in waiting whose population is 13.8 crore and 2.4 crore respectively but Sikh were included in the population only 78.46 lakh – 1956 and Buddhist on 64.76 lakh population.
Samaj Kalyan Vikas Adhyayan Kendra are one of the few voluntary notable organisations working for the innovative of Minority development emphasise that we can get success to control the terrorism in India by social justice campaign and thus it is very important to lift religious ban in social justice campaign under Article 341 for Indian Dalits, specially the same traditional classes and castes of Hindus found in rest minorities.
Organisation emphasises that it is the moral duty of government to consider the reservation policy for Dalit and OBC Muslim minority in their prescribed quota. It is also observed that Muslim mostly castes are introduced in OBC group, but they are not getting the benefit due to already heavy burden of other Hindus, OBCs, Muslim OBCs, except Dalit caste are entitled the 9 per cent separate reservation within 27 per cent reservation of OBCs in UP as social justice campaign in UP to saturate the development and social justice strategy in Muslim minority.
During the case study Muslim minority headed districts of UP, Pilibhit, Bareilly, Rampur, Meerut, Moradabad, Sitapur, Lakhimpur, Badaun, Haridwar, Deharadun more than 15 per cent population were enlisted to study the socio-economic educational status of Muslim and their role in development strategy and other state Andhra Pradesh social worker form Guntur, Assam, Barapeta, Bihar, Muzzafarpur, Kishanganj , Delhi, Seelampur, Karnataka, Beeder , West Bengal, Malda, met in different workshop seminar INSAF CONFRENCE in between year 2000-05 at Delhi, Lucknow, Patna city to include Dalit Muslim under Article-341 for social justice. A favourable environment was already made recommendation by Bihar state government on 31st December 2000 to GOI Ministry of Social Justice and Empowerment for include Dalit Muslim in Article 341 Dr Raghuwansh Prasad MP introduced a private Third Constitution Schedule Castes Order Amendment Bill 2000 on 17 May 2000 to include 26 Muslim castes in Schedule Castes President Order and debate took place first time on 26-12-1999 in Parliament by Dr Raghuwansh Prasad and other in 13th Parliament last period a effective Parliament debate was performed on December 18, 2003 on issue to include the Dalit Muslim and Dalit Christian in proper social class of Schedule Caste and Tribes. The Rajesh Ranjan Bihar, PRD Muslim, Ram Bilas Paswan, Bihar, Hannan Mollah from West Bengal took leading part but Government has not taken decision despite the moral pressure due to their past traditional attitude for minorities specially Muslims and Christians.
During 14th Parliament the new UPA Government gone in deep to sought out the major problems issue of Muslim minority of India constituting the high level seven-member committee under Justice Rajendra Sachchar, presidentship to prepare a detailed report on the socio-economical and educational status of Muslim community of India, considering the fact a lack of authentic information about the socio economic and education status which comes in the way of planning formulating and implementing specific interventions, polices and programmes to the Government and their benefit to socio-economic backwards of the community on 9th March 2005 and suggestion were offered by OSD Dr Zafar Mohmood on 7-point ToR for the major backward linkages of the Muslim of India. SEVAK the NGO already working on issues since 2000 with few social notable activists and organization like AIMBMM Bihar Dr M Ejaz Ali, Mr HR Siddiqui, IRS Udit Raj.
SEVAK sent a detailed report on minority issues problems including five year long case study work on Muslims, Dalits and OBCs in May 2005 to Justice Sachcher. 200 pages report was appreciated by PMHLC and call for state level Muslim Minority issues discussion on 25 July 2005 and sit together with UP state 20-25 government - non government representative on arrival of Sachchar committee on 5th to 7th August, 2005, at Yojana Bhawan Lucknow. SEVAK mainly emphasises mainly that socio-economic and education status of declared OBC people is below the Scheduled Caste (Dalit Hindus), no systematic efforts has been made by Government since independence sense of equality, constitutional rights are overruled in Schedule Caste Presidential order 1950 in article 341, Muslim are more backward than other backward due to lack of development agenda in community and government both, after division of country, Indian Muslims suffered a vacuum in intellectual and middle class and before division education and socio-economic proper agenda was not followed by Muslim rulers and British agency, communal agenda during division, insecure sense in Muslim minority non-implementation of recommendation of several commission reports. Due to law of development agenda and education Muslim women 7 crore mostly population is with in boundaries of home, health facility is profile is very adverse comparatively others, clean drinking water, sanitation, education standard is also very remarkable dropout problem is highly observed population stabilization counselling efforts are not effectively.
SEVAK is interested for the separate packages of Drop out educations, health, self employment, packages in Muslim headed districts innovative programme and other national issue social justice right of equality should be implemented by the Central Government as amendment in Presidential Order 1950 to include rest minorities like Sikhs and Buddhists and State Government where Muslims are more than 15 per cent and OBC headed separate reservation for Muslim OBC as per their population share should be given within the criteria adopted by the Government. NCEUS (National Commission for Enterprises in Unorganized Sector) reports say in Oct 07 that unorganized Hindu Schedule Caste and Muslim OBC are same in poverty and they are 40 per cent in total population Muslim OBC poverty status 39.7 in comparison Hindu OBC 27.5 recorded, it is also found in study that 77 per cent poor families are above BPL line earning 12 rupees per day and they are mostly Schedule Caste, Tribe and OBC Muslim category imposed by Government of India in Article-342 of the Constitution. The Commission Chairman Dr Arjun Sen Gupta says about the working population 86 per cent people work in unorganized sector among them 80 per cent earns only Rs 20/- per day without any service guarantee like pension and funds, chairman says these are the downtrodden poor of Indian society.

Although committee has not recommended the reservation inside story of the reports says that if social justice starts from reservation of socio-economic educational backward Muslim caste as other Hindus. SEVAK emphasize after reports that immediate action plan should be started by GOI and state government a resolution has also passed in national workshop of Indian Muslim NGO’s on December 22 to 24th, 2006 at Delhi by MOEMIN to introduce priority work for Muslim socio-economic educational upliftment, state wise priority were decided in between national veteran Muslim social workers intellectuals, working NGO’s and government diplomats. Again meet was made on 4th-6th Jan 2008 at Jamia Millia Islamia to start the development agenda for Muslim as reported condition of Muslim in Indian states.
SEVAK feels that Muslim structural work based active grassroot working NGO can do a lot to uplift Muslim backward needy class of BPL family at present in absence of reservation decision of the Government. We should start the innovative projects in Muslim forum districts for the BPL OBC families in dropout education sector opening residential non-residential bridge courses, Kasturba Gandhi Awasiya School for Muslim girls in education sector to uplift the basic education for next generation and public health sector efforts to start mobile clinic with special concentration in Muslim head districts town and village for the RCH-2, narrative and curative health also.
It is observed that Muslim needs modern education but due to poverty they prefer madarsa package (with food and shelter) and primary schools, for drop outs, CBSE, ISC, based central school for Minority with 100% subsidy GOI aid started with collaboration of experienced NGO’s in specifies district for needy minority family.
SEVAK is running with their own resources educational basic such as schools in pedagogy system and drop out programme are managed as non-residential residential bridge course and making efforts to uplift the poor backward Muslim education status by giving the quality education in cluster also in UP state where 3 crore 18.2% and 62% Muslim mostly Dalit OBC Muslim living together highest in India comparatively other states by selecting the Muslim headed population district Barabanki, Lakhimpur, Sitapur, Rai Barelly district in Lucknow division, Bareilly Pilibhit, Badaun, Shahjahapur, in Bareilly division, Rampur, Moradabad, in Moradabad division and Meerut including Uttarakhand district Deharadun, Haridwar, and US Nagar to make some model work in Muslim minority sector by involving as 20 year work experience in the field of social work to count down the adverse development, social, health and education profile as Sachchar committee indicate to govt. that Muslim would require additional funds to be earmarked from the ongoing programme such as Sarwa Shikasha Abhiyan SSA, Public Health, Jawaher Lal Nehru Urban Renewal Mission etc. and increased allocation to institution, quality development programme as per every development sector govt. and factual better possible reports collected and analysis made by committee.
NGO also thinks that due to lack of priority agenda of Muslim socio-economic educational development programme foreign grant and govt. aid remain unutilized and some time it is consumed in place of utilization only compliant case study worked grass root voluntary organization having required qualification and experience can do better in field of operation.
NGO has a complete innovate action plan to implement the GOI and state govt. minority related development programmes in minority headed district as indicated in Sachchar committee reports high lights of socio-economic education status of Muslims down trodden society and innovative efforts for socio-economic health and drop out and academic education works as per recommendations in National Muslim NGO’s workshop organized by national reputed organizations MOEMIN on 24th Dec-2006 at India Islamic Cultural Centre New Delhi and resolution passed again as IInd meet of 4-6 Jan -2008 at Jamia Millia Islamia central university Delhi by MOEMIN in collaboration and support of South ASIAN council for minorities, Indian Muslim relief and charities USA, shackle Hind educational and charitable trust Delhi, God Grace Foundation Delhi.
